I am confused that 21060 on my board has a clock output when the
reset button is push down(voltage on reset pin hold down)

It just passes the external clock out, and it has to be there for
reset to start going immediatly anyway. If you need to reset other
things, make them depend on the reset signal, not the clock. It
should not be a problem (I'd think it would be an advantage myself).
