HI 
  I am using the attached code to simply in and out video using PAL camera.
  The code works but I want to see the frames using the image viewer.
  If anyone can help me to see the frames.

just go to View/DebugWindows/ Iamge viewer/
Configure it by buffer location. memory stride is 1,

take care while selecting pixel format,
In video in out code for PAL, it is UYVY[4:2:2] and width 864/720 and hight 625/576 depending
upon entire field and Active field respectively.
