Hi
 I know that we can decode HE-AAC streams using AACLC
decoder only High freq generation will not be there.
Similarly can we decode Parametric stereo AAC stream
using only HE-AAC Decoder? I just want to know this as
my decoder do not have PS decoding functionality.

Yes. You can decode a PS stream with HEAAC decoder. But you will get only
one channel output.
