Hi all,
There are two sites where you can find info about MP3

The best but (hard) way to understand the
"quantization block" is to see the mpeg code itself. Search fro
mpeg code on www.google.com , www.altavista.com
etc . You can get the source code and then
see the block and implement in language you are gonna use i.e assembly / C
/Cpp etc
