There are two sites
where you can find info about MP3

Lots of Links -> www.mpeg.org
The best but (hard) way to understand the
"quantization block" is to see the mpeg code itself. Search fro mpeg code on
www.google.com , www.altavista.com
etc . You can get the source code and then see the
block and implement in language you are gonna use i.e assembly / C /Cpp etc
