Stopping the master clock and its effect on JTAG

Hello,
Just wondering if anyone has looked at this before. If I stop the
crystal driving the DSP will JTAG still be able to dump the memory
snapshot in the dsp?

I am loading the CCS with the c5416.gel then I try to change the
0x28000 position of memory but all the positions change from 0x28000
to 0x2FFFF

One example of when you would use PASS is when you want to check if a value in
a register is positive, negative, zero, etc. without altering the value.
