Is it possible to declare (and locate) a constant table in the external program code (at
0x18000 p.ex) ?

Al constant I declared are falling in the const. data section, or in the internal program (from
0x0000 to 0xffff).

Ex. 
  const char *msg [] =  { " Bla bla bla bla " };

or
  static const char *msg [] =  { " Bla bla bla bla " };

In another compliers is also possible:
  char CODE *msg [] =  { " Bla bla bla bla " };
