Did you see this: http://www.spiritdsp.com/products/cst/cstfaq_21.shtml which has the following comment: "The FlashBurn utility does not support the 5406 EVM yet. You may use the specific programming utility for C54CST EVM’s Flash for this purpose, provided as an example in CST SDK, in Utilities\Flex2Flash\."
