in what program i can create this arrays?

I need create generator of signal which built signal from max (V)
to min (V) during 4 seconds by line low in cycle.
whan i create line signal from MAX to
MIN during 10msec - it's ok
100msek - ok too
but when i create during 1 sec it's wrong? why?
