-open SDConfig icon on desktop

-open correct LPT port I/O address

-double-click on Emu

A properties dialog should open and you should see a box marked "Emulator Port
Speed".

But again, I think this is a host software transfer rate setting. I know it
does not
affect rate of the JTAG clock (TCK) signal.
