Hi Hari,
  Choice of the algorithm for Image scaling requires some kind of analysis to be done on
chosing how best or how fast you want to achive this .Basically if r looking for fast
implementation (Usually preferred when the scaling factor is less)then you can go for 
Nearest Neighbour or Bilinear . If the scaling factor is too high then
you can go for Bicubic or B-Spline Algorthms .
