Error Concealment | JPEG | MPEG-4 | Wavelet | YUV

Hello,
  I'm fairly new to the topic pf image processing so I apologize for
my misled facts before hand. 

I an trying to create an application which calculates the average
pixel value for a selected pixel. I have read that a good way to do
this is take the inverse frequency of the selected pixels color in a n
x n neighborhood. where 'i' and 'n', are variables. If someone could
translate this in mathematics to me it would be of great help.
