Error Concealment | JPEG | MPEG-4 | Wavelet | YUV

I am doing a project on the above where I am supposed to develop a DFT based signal
processing algorithm that can be used to enhance digital image suffering from variable
illumination. the algorithm should reduce the dynamic range of the pixels at the same time
increasing the intensity. Can any one help with suggestions of the algorithm or any other
ideas?
