multilevel modulation - Moin Syed - Feb 28 11:09:00 2001

hi what does this statement means " The modem uses 16 tones and are QPSK modulated in 3-3400Hz bandwidth".
is that means
16 frequencies are marked as I
and rest 16 as Q
or 8 frequencies marked as I
and 8 marked as Q .

Lets say i have 16 frequencies 600hz-1200hz with 40 Hz separation. can i modulate the same signal at baseband using I and Q
signals . secondly what is the aprroximate formula for measuring the baudrate to 0.01% resoultion
