Is there a utility other that codewarriar that can take the .elf file
and jtag it to a target for prototype installation and test for
DSP56F803?

Yes, the latest SDK for the DSP56800 contains a Flash programmer over the JTAG utility. It is located under x86 directory in the SDK structure.
