I want download a standard MELP coder (2400 bps). Can you show me where I can do that.

Go to http://www.google.com
Search for 'melp source code' (without the quotes)
Click on the first link!!!!!!

Of course, while you can freely download MELP source code, you cannot use it in 
a product without licensing it due to patent issues.
