I am looking for source code (C/C++) standard speech coder (FS MELP, ACELP, AMR_NB,....)  to
download or to buy.  Is there official web site where I download them (for free or to buy
them)

the codecs are freely available for download (you need to register I
guess) in the web site of the standadization bodies :
ITU-T web site for G series (http://www.itu.int/rec/T-REC-G/e)
ETSI web site for AMR-NB, AMR-NB, etc...

Maybe you may find some source code of 2.4kb/s MELP from
