G.729 Implementation question - Author Unknown - Mar 20 15:33:00 2001

Hello,
I am having a few problems with the G.729A:

I downloaded G.729 Annex A from ITU's web site and when trying to
implement it for some reason all the encoder algorythm does is reduce
the amplitude and add a 4 byte spike at the end of every 80 bytes...
is this what is supposed to happen...if so how come the test vectors
I download from ITU show a completely different bit code. also is there any other implementation of the G.729A or G.729AB that
I could download?
TIA,
Arin
