hi michael,
I am a student currently working on the G.729
standard of ITU-T for speech compression. In that, it
uses LPC 10 and converts the incoming input file
(which can be a wav file) sampled at 8 khz to LPC 10
coefficients. you can refer to that standard for
details of the required conversion. It uses the
popular Levinson Durbin Recursion Algorithm for
calculating the LPC coefficients.

I dont know whether this would solve your problem but
I have tried my best. If you want a copy of that
standard plz let me know. However, I do not know of
any tools which do the conversion but you can develop
one using the algorithm.
