Hi tamij,
I think the best way to know how to convert LPC to LSP is to read
the source code of G.729 and G.723.1. While reading the source code,
you can refer ITU G.729 standard document Section 3.2.3 'LP to LSP
conversion'.
If you want to know the theory of LSP, you can find some
explanations from the following links:
http://www.ee.ic.ac.uk/hp/staff/dmb/courses/speech/Lpc.pdf
http://scholar.lib.vt.edu/theses/available/etd-11122001-
094938/unrestricted/VN_etd.pdf
Hope these documents can help you solve the LSP puzzle.

Best regards,

Yidan Zhou
