Hi all, my queries are: 1. Is there a standard specified by ITU or some other body for VLBR coding of speech (1000 bps or less, say, 600-800 bps) ? 2. If yes, is there a site that gives out the source code / pseudocode of the same ? 3. If no standard exists, is there any site that gives out some implementation of a VLBR algorithm ?
