hi all:

i have a speech file 8KHZ and 16bit/ sample, 128kbps.
what's the convenient CELP algorithm for this bit rate for the best
quality.
where can i find the souce code or the application and also for the
MELP algorithm.

for 8Khz and 16bit sample,
Look For G711, G729, G728

and for the 16Khz and 16bit sample,
Look For G722
