Hi,

   It means that FIR filter is designed using truncated sinc function by hamming window. This
FIR filter corresponds to a low-pass linear phase filter and is used to interpolate between
speech samples (upsample or downsample).
   For more information you can consult the theory of band-limited interpolation.
