This is one of the greatest effects in vocoders. I remember doing it
once to Amitabh Bacchan's Voice. Hope there are no fans around. Of
Course there was a bug. I dare not do it intentionally :-)

I guess using only a filter wouldn't be good enough. If you use a
parameteric codec, which extracts the pitch and encodes it as one of
the parameters just changing it to a higher value should make the
voice sound feminine on decoding. This technique would be valid for
codecs like LPC-10,CELP(G.729,AMR) which encode pitch info, but not
for audio codecs (MP3 etc).

it depends on how the codec reconstructs the audio with the parameter
change.  one thing to look into is a sorta PSOLA method that, using a pitch
detector, windows off little wavelets or grains and then outputs them at
another rate.  higher rate pitches it up and a lower rate pitches it down.
independent of the pitch shift is the formant shift that can be accomplished
by stretching or scrunching the wavelets.  a formant shift up and a pitch
shift up by a different amount might do it.

I suspect modifyng the cepstrum produces the best results.

The cepstrum is used in speech synthesis and speech analysis.
