This is one of the greatest effects in vocoders. I remember doing it once to Amitabh Bacchan's Voice. Hope there are no fans around. Of Course there was a bug. I dare not do it intentionally :-) I guess using only a filter wouldn't be good enough. If you use a parameteric codec, which extracts the pitch and encodes it as one of the parameters just changing it to a higher value should make the voice sound feminine on decoding. This technique would be valid for codecs like LPC-10,CELP(G.729,AMR) which encode pitch info, but not for audio codecs (MP3 etc).
