What is the importance of the step response in digital filter design? 
Since the step response is the integral of the impulse response, the
impulse response and hence the frequency response, should contain
information equivalent to the step response (assuming LTI system). So,
when and why do I need to look at the step response of a system during
filter design? What information is discernable from the step response?

The step response provides a convenient way to figure out the impulse
response of a system.  The ideal way to measure impulse response would be to
input an ideal dirac impulse to the system and then measure the output.  A
more practical way is to input a step function (which can be pretty darn
close to ideal) and take the derivative of the step response in order to
arrive at the impulse response.
