Use the host port interface instead. The JTAG standard does not specify the underlying communication which will be vendor specific and often proprietary.

Dear all,
I want to connect the JTAG pins of the TI's DSP(C6418) to an FPGA and try
to download my program into the DSP by asserting the JTAG pins. In other
words, I want to make my own JTAG loader. To do so, I need detail document
about JTAG signaling of the TI DSPs. Is it a standard interface? Is it IEEE
1149 or something? Is the standard available? Where can I find a free one?
Has anybody body done such a thing befor? Where can I start from?
Thanks in advance.
