The prices with distributors like Digikey seem to be the same as from
ADI's website, so that's also an option.
We (SanJaaC Electronics) have a basic development kit based on the

There are probably two EZ-Kits from Analog Devices that you may want to
consider. The EZ-Kit for the BF533 (Blackfin) certainly meets your
requirements and sells for $300 (I think). The Blackfin is certainly
gaining in popularity.
Depending on your application requirements, you might also consider the
ADSP-21262 SHARC. The 21262 is a 32 bit DSP (fixed and floating point),
that might be a better choice depending on what you actually want to do.
The EZ-Kit is about $500.
BTW, Analog Devices is donating a number of these kits as door prizes for
the comp.dsp Conference this summer. Attendees will have a pretty good
shot at winning a free kit! Details (links) on the conference are listed
on the bottom of my response.
We also manufacture a very inexpensive dev kit based on the ADSP-2186
that meets all your requirements (DSP-8300 Dev Kit). It is available for

I'm a bit newbie to DSP architectures, so I might need some help for
choosing the rigt starter kit.
I'm looking for a kit with at least 2 ADCs and 2 DACs, with about 16 bit
resolution, from where the data should be transceived to a PC, probably
through an USB interface.
I wan't access to the data- and addressbusses for further expansions and I
think 16bit fixed-point processors might be enough.
The application is test and measurement, like oscilloscopes and signal
generation.
I'm specially interested in either ADI or TI processors and the kit may not
cost more than 500USD. (Somehow it's difficult to acquire prices if you
ain't connected to a company)
