I think that Jeff is correct.
1. You can run xdsprobe with the '-d' option [it will take a few
minutes,
but it is worth it] on each board to get an idea of the frequency
differences.
2. The distance from the JTAG connector to the DSP is the probable culprit
[I assume that the DSPs are running at similar frequencies].
3. The actual trace lengths and 'routing quality' can be a problem
[sometimes autorouters can create a long path between two close points].
4. Observe the JTAG signal quality while running xdsprobe with the '-g
-c'
options.
These steps should take you to the root cause of your problem.
