Ah! 3D is HEX ASCII for '='.
The first sentence in the text is "... finalized its first specification
for high-definition baseband video transmission at 60GHz." Baseband at
60GHz? how high is the definition?

I get a nice-looking page from /EE Europe/ that states that the
requested page is unavailable. When Christopher Robin hit Pooh instead
