The first list is also the coefficients, given in signed
16-bit hexadecimal.

For 116 74 /* coefficient of tap 0 */, the 16-bit coefficient for tap
0 is decimal 116, the 74 is 116 in hexadecimal.
Note that
0.3540039062500000E-02=116/32768
0.4364013671875000E-02=143/32768
The rest is done the same way.
