The original question was about a 56303EVM, not a 56F803EVM... They
are two very different DSPs.

While the New Micros JTAG cable should work with the Suite56 tools for
the 56300, the connector on it is totally different from the Motorola
standard 14-pin JTAG cable.

Motorola has published no documentation on the protocol for the
parallel port command converter, but the JTAG/OnCE interface is
documented in the DSP56300 Family Manual. Basically the OnCE port can
read and write registers or memory and tell the DSP to execute
instructions. All the debugger functions like windows of memory and
the register window are built from reading the contents of all of
those out a single word at a time with each upate.

You might take a look at the flash_over_jtag utility for programming
the 56F8xx devices for the very lowest level of JTAG/OnCE
communication with the 56303, since the same command converter
hardware is used for all of Motorola's current DSP families:
