Refer Application report SPRAA57 from TI for DM642. Its gives example code
for video capturing , scaling and sending output to display device .
This you can adapt for your streaming application .

There are bunch of examples given with code composer studio for different video formats. go through them ; you will find out the way how the board works.

I am not sure exactly what comes with the DM642 EVM - I thought that
it included some video demos. I believe that there are some demo
projects for JPEG and MPEG-2 at ti.com that should get you started.
