You might be stuck with TI DSK (from Spectrum Digital) like TMS320C6713 or similar At least for a reasonable price for what you want. The HPI daughtercard with some software is available too (from educationaldsp.com) I'm not aware of any other low cost option But assembly language from TI sucks big time
