That is misleading. H.264 reference software is freely available. The
official site is

The latest version is 7.5c
The source of mp4 is also available from the respective standard body
(iso/iec) website
I don't know why these questions come again and again. Google always
seems to give the correct site as the first result.

down and expected to be up soon. H.264 might be difficult to get as
people are a bit slow in coding and even slower in sharing!!
