Jay,
According to the error message, the target has no power.
So attaching the power would be helpful.
However, there are a couple of other considerations:
Has the driver for the USB been downloaded from the internet and installed
into
the OS on the PC?
Has the .dll for the DM6446 been downloaded from the internet and installed
into
CCS?
