1) Quote the full citation of papers, or no one will bother
   looking up partial references like the above.

2) Well-written papers will contain some justification for
   such choises, either by explaining them in full (if in
   highly technical terms) or by referring to earlier works.

3) If you still can't figure out why, ask the authors.
