Hi, If the decoder supports MPEG2 BC (backward compliant) mode, then MPEG2 BC audio decoder can play MPEG1 audio. There is another non backward compatible (NBC) mode. If audio decoder is AAC compliant, it won't able to play MPEG1 audio.
