I am using the flashburn from SoftwareDesignsolution (http://www.softwaredesignsolutions.com). It works for me, not only for the C6455 DSK but also our own digital board with similar design.

The software supports DSK6713 16bit flash. If your own digital board is with similar design, I think this software should be working.

Spectrum digital has a downloadable utility for burning FLASH.

However, I think it also expects SDRAM in the expected locations for the
the 6713 DSP.

I do not know if the 6713 has the necessary built in ROM code to perform boot time flash loading.
if it does, then you could use that ROM.
However without any SDRAM, even that technique may not work.

BTW:
What DSP process does not need SDRAM?
