1. The error message is inconsistent with 'no target power '.
2. Jeff is correct that you need full CCS [#1].
3. All SD DSKs that I have seen have used the 'auto-JTAG switching
technique' that I first saw on the 6201 EVM designed by DNA Enterprises,
later used by TI on the 6211/6711 DSKs, and picked up by SD. [see schematics
for details]. There *should* not be a problem with JTAG connector selection.
4. The error message seems to indicate an emulation driver [or improper
configuration].
5. You should run xdsprobe to verify the JTAG scan chain integrity. If the
JTAG scan chain is good, you can focus on the emulation or CCS
configuration.

2 suggestions off hand:
(1). Run the diagnostic utility, as it suggests.
(2). Contact WinTech tech support after you re-check the installation
procedure and any troubleshooting tips that they might have.
That would be probably be the best first steps to take for problem
solving in this case.
