I would check out Amazon.com for the most often purchased books on the
subject. Also check out Powell's Technical Books.
I wouldn't do without "Video Demystified" no matter what! It's a must for
anyone starting out in video and a frequent reference thereafter.

You might want to provide some more details...
Do you want to get involved in designing / implementing codecs, or
understanding how they work, or do you just want to use them?
The major difference from video codecs to static image codecs tends to be
motion estimation.
I've implemented the foundations of a JPEG2000 image coder in matlab... that
was fun. ish. And no, I didn't use the wavelet toolbox, that would have
made it easy!
