I second to what Glenn recommends, on checking the device driver list
etc.
I am not a USB expert, so not sure of the caveats, but I have seen (using
Windows 2000), that any time I have tried to power cycle the board, and restart
it , IDE does'nt come up and gives the similar error messages as you
mentioned, which after a while of frustration only leads to restarting the
computer...
My workaround has been, if you want to power off the ezkit , disable the
driver in your device driver list, and then power off, that way when you repower
your board, enable the driver and then try to bring up the IDE things work
fine....

The
first step is to make sure your driver is working (the EZ kit takes a
special USB driver) by looking at your computer's device driver list.
You should see an entry for the EZ Kit under "DSP Emulators" (My OS is
Windows XP) If not there, you may need to install the drivers. My EZ Kit
had very poor docs for doing this and I've forgotten what I did, so
you might have to call your AD rep or visit the website.
If
your driver is working, look at the intial configuration (session)
settings. You may have to play around with those a little.
