Where did you get the WinXP driver? Whoever provides that should be able to
provide
a Linux driver, or be able to tell you which Linux distributions include a
driver
that is compatible. Did you ask them?

Well, if it works on Windows then it's gotta work on Linux. Is it
the same
box; i.e. a dual boot or virtualized system?
Do you have something else (a 'reference') you can try on your
Linux box USB
port? Just something basic, like a
camcorder, smart phone, etc. to make sure the port is enabled and
configured
correctly.
How did you test on WinXP? Just using WinXP to recognize the port? Or
you
have some application specific software
you can run?
