check for VCC, GND and any flaky contacts on JTAG header of your project
board & its internal connectivity . Problem looks more towards your project
board.

and use on board JTAG header and Wiggler to download
code to EVM? If it works, it means Wiggler is
functional. We have seen such similar problem. What we
did is to add termination or booster on transmission
line. You can try to either use longer parallel cable
(connect two cables together) or short parallel cable.
By the way, check your /reset and /TRST whether they
correctly connected to Wiggler.
