check for VCC, GND and any flaky contacts on JTAG header of your project board & its internal connectivity . Problem looks more towards your project board.

Hello all,
Using CodeWarrior Development Studio for Motorola DSP56800
version 5.1
targeting the DSP56F805 chip and using Macraigor Wiggler for JTAG.

I can download to the EVM but not to my project board.
Something changed because I used to be able to do both.

Please point me to what levels, waveforms to look for in
troubleshooting.
