I suppose JTAG is optional for ti DSP, so you can do that, what you want.

hi!!
....if ur board has a sci(asynchronous) module and the memory supports
bootrom....then u
can communicate with dsp via com1(using rs232)....or..if ur board
supports spi module(synchronous).then also u can run ur program from a
eprom...which will be interfaced through spi .....
well.i dont know xact configuration of ur board...but these things
work for tms320lf2407 board...
