A couple of the most common causes of this error are:
1. Incorrect emulation driver selected in cc_setup
2. Incorrect configuration of the driver in cc_setup
 
Make sure that you use the correct driver for the Signum emulator.  There should be either a special driver that you select in cc_setup OR you should use the TI C64xx Rev 1.1 XDS510 Emulation driver with a special configuration file.
 
Check Signum's instructions or their web site

Found the solution to this problem.

You must install the SDConfig program found on the TI DM642
installation disk. After that, everything is ok. After installation,
you should get a SDConfig 6000 icon on your desktop.

Installing the SDConfig program from the USB JTAG installation disk
is not enough. After installing this program, you'll get a SDConfig
x.xx icon on your desktop.
