Can't answer your question directly but may be able to give you a
few clues.

Try having a look at (or shooting an email) to http://www.mican.ca.

Or, try perusing TI's web site. They have quite a few sample applications
on their DM642 video processor and just might have an example MPEG2
frame somewhere.

Some parts are proprietary (notably the encoders tend to be), but the decoder should be easier to find.  Try:
