we have an implementation of Vorbis 'Tremor' Decoder on OMAP (C55x+ARM).
Is it the decoder you are looking for? or the encoder?

There is a company called Emuzed, I would be surprised if they did not
have it too.

There is a fixed point implementation of Vorbis called Tremor. I think
that is the one used in the MP3 + Vorbis players.
