In theory a JTAG device can perform boundary scan which is what you want to
test the pins. But the XDS510 does not have any software that will perform
this function. I once tried to get info from TI on how to use this board
for boundary scan since the connector was already on the board and I
already had the XDS510. But they wanted $10,000 just to give me the info I
would need to write my own debugger and that would not even be enough info
to write a boundary scan driver.

But I did find a fairly low cost provider, under $1000.
