Thanks for the valuable information. You are right
that the problem is caused because I was not storing the DSK in the antistatic
bag. Now we have decided to desolder the 3.3V regulator area completely and then
resolder new components. I shall let you know whether this solved the
problem.

Thank you for doing an excellent job of analyzing your problem. It
looks like you are correct and might have a problem in your 3.3v power
supply.
If my memory is correct, it seems like the 6711 DSK draws about 750 ma
during normal operation. My *guess* is the the "switcher isn't
switching in your regulator" [ie something in your regulator circuit, as shown
on sheet 18 of the schematics, is blown].
I have seen a few different problems occur from not stroing the board in
the antistatic bag. Tossing it in a box or drawer with a bunch of "paper
stuff" can cause problems from ESD.
With careful analysis [and possibly a reference board] and a scope you may
be able to isolate the component.
