 In MPEG-1 audio, there is a difference between layer I and II algorithms in terms of encoding scale factors. In layer II, the scale factors for three scale blocks are compared and if they follow certain criterion, one, two or all three scale factors are transmitted. This achieves reduction in bit rate when compared with layer I encoding. Is there any reason (or statistical reason) behind encoding scale factors as in layer II?
