With the 2126x sharcs, I've noticed that the JTAG can fail if the
processor doesn't boot up properly.
The only way I get reliable operation is to power the board up, make
sure the processor got a good reset, and then plug in the emulator.

Yes, TMS is connected as well.

The TMS, TCK and TDI signal pins from BF533 are pulled-up through a 10K
resistor, whereas the TRST pin is pulled-down by a 4K7 resistor.

The wiring between my DSP and JTAG header are kept as short as possible
now, so I am wondering are there any problems in my connection (which
pin should be pull-up or pull-down).

I will check the wiring and grounding conditions of my board as you
suggested.

I've not connected to blackfin but to plenty of other adi parts. The
lines need to be really clean. Put a scope on it and make sure you don't
have any cross talk from other signals. Make sure your ground connection
is really solid between ice and target. It's not as easy as it looks, you
need some care to ensure the jtag is happy.
